Mogg was a commander of Sauron's army, one of the five Warchief's of Udûn, and the twin brother of Brogg who was his bodyguard. When Brogg was reportedly killed by the upstart Uruk Ratbag the Coward who sought a promotion to Brogg's former position as is customary, Mogg was enraged and ordered Ratbag to be strung up and left for dead. However, as had happened repeatedly before, Ratbag was saved by the intervention of his secret ally the ranger Talion.
After rescuing Ratbag, Talion infiltrated Mogg's fortress and succeeding in drawing him out into the open. Still mourning the loss of his brother, Mogg sought to alleviate his rage through Talion's suffering, but was ultimately slain in the following battle. As he had done to all of Talion's previous high ranking victims, Ratbag then sliced an ear off of Mogg's corpse and used it to claim the slaying as his own deed so to assume Mogg's position as Warchief.
